Is Referral Marketing both Organic and Paid?

If I have set up a referral network for my Shopify store would this be organic marketing still while having incentives of paid commissions for sharing their link with potential customers? People need to signup with a PayPal account email to get their custom referral link before any future customers generate their commission for introducing them to my website.
