Is there a place where I can manage the button at the bottom of the shopify payment page?

Can I delete, change, or add another button to the “Refund policy, Cookie, Privacy Policy, Terms & Conditions” buttons at the bottom of the shopify payment page?
And where can I manage the contents of the popup that appears when the corresponding buttons are clicked?

For that you need to ask for developer to do for you if possible to do it.

To edit checkout page you must be shopify plus or can use 3rd app checkout page. Please contact Shopify for help.
