Is there a way to change background sections to either an individual colour or image?

I’m hoping this makes sense.. apologies if it doesn’t.

I would like to change the background of individual sections to a custom wallpaper/image, with the blocks in front of it. Is there a way to embed a url/file into the code to achieve this?
