I found a solution for this from early 2022, but the solution hides one of the image-banner images depending on screen size via a media query, but doing so causes the images to become very blurry and I could not find a fix. Looking for a more updated solution if there is one? Using Dawn theme.

You can not make photo changes only for mobile mode. By default of the Dawn theme, banner images can only be scaled for each screen type. You can fix the blur of the image by increasing the resolution of the image, so in desktop mode the scaled image still keeps the quality stable.
