My store offers nationwide installation of our products. I am looking to charge a % of order value for this service (selected at check out). Is there a way to do this?

You can set a Handling Fee under Shopify Settings> Shipping & Delivery if this is what you are actually looking for. Attaching one image for better understanding.
Thanks for the message. It appears that feature is only available when using a carrier to calculate the rate.
