I’m looking to change or customize this part of the check out page. But I don’t see any way to do that. Even tried looking for the liquid file but couldn’t. Anyone else have tried resolving the same issue?

For more context, I need to change it from Standard Shipping (which applies a fee) to Free Shipping and $0.00

Shopify has a limitation when it comes to editing checkout page. You won’t be able to edit a single text in checkout page until and unless you’re using a Shopify Plus plan.
But in your case, it looks like you just want to edit the Shipping method to Free Shipping which yes you can do even without plus plan.
Settings > Shipping & delivery > General Shipping Rates
In that, just set your shipping rate to 0 or free and then on checkout page it will show you Free Shipping.
