Keeping one location always at 0 stock qty

I have 2 locations in my web store where I manage my inventory.

1 is for in stock items and 2 is for to be made orders.

When items are moved to location 2, the items become negative qty.

Then if affects what the total stock amount is.

I don’t want to account for the location 2 at all while keeping track of items in location 1.

Items are offered in both 1 and 2 locations as we stock some items sometimes and take made to order other times for the same designs.
