I would like to have a separate Email Confirmation …Subject Line and Body of the email…sent to any customer that selects Local Pickup. Is this an option or is there an app to provide customized email confirmations based on selected shipping method?

You can actually customize the email/ notifications through the liquid code change. There could be some apps available too but you may rather want to do this one of custom change rather than paying monthly on app unless you plan to keep updating the emails etc
