After several months of tickets and requests, I am trying here to get a proper answer to this major bug happening in probably every European Shopify store (haven’t tested overseas stores) at the checkout level.

Everyone can easily replicate the bug. Just add a product to the cart, click on express checkout payment, load the shipping rates (the bug does not occur for free shipping), proceed to the payment and you can witness the payment getting rejected. !IMPORTANT! Clean your cache or use incognito mode to run the test otherwise rates might be calculated correctly.
I am open to any questions or doubts, I have tons of documentation on this error. I would like to understand how many merchants can replicate this and what is the current solution suggested by Shopify. Is there any know limitation to be communicated regarding PayPal express checkout maybe? Any best practices that can be suggested to merchants like us having this issue?
