Make the header non transparent when hovered over and make the font in the header change to black.

I am a newbie to shopify coding. I have 2 questions:

1. I have tried to make the header transparent with bright white font. Kind of achieved it, but it looks like a dull white.Any idea how to change the header font color to bright white?

2. I want to have a non transparent header when scrolled down and also with other pages, with black text font. I achieved the non transparent header part, but the font is not changing. I also attached the color schema of the header , if it helps.
