It depends what platform you are currently using (if not Shopify) and what data flows you want to set up between the merchants and you.
There are some POD apps in app store but if you don’t find any that work contact us as we specialise in connecting suppliers and merchants so we might have a solution that fits your needs.

We have ran into a few merchants that do similar things.
Let me first try to guess what your order flow is.
You would take orders from your Shopify site. Some orders might be fulfilled in house and some might be fulfilled by 3rd parties (you sub-contract the work to them). For such orders, once your supplier is done with the work. They would need to deliver the finished work to your customers .
So our solution would first import all the orders from Shopify. Based on the product ordered (either fulfilled in hour or externally), orders are processed in the system. Internal orders are shipped in the system and customer is notified of the completion. External jobs are done by supplier so they need to have a way to get such orders. A few ways to do this in our system. The most manual way is for the system to email the order to the supplier (with the details) . Supplier completes the work and notify you the work is done. You manually update the order is done in the system and customer is notified.
A more automated way would be an integration between our system and the supplier’s system . Orders are pushed to the supplier system via API. Supplier update our system vis our API when an order is shipped and in turn your customer is notified.
This might not be the flow you are looking for but it is a good start.
