MESSAGE: $9.95 of the balance is currently unauthorized - Means???

I returned a item and exchanged it for a new one. And I charge a return shipping fee.

Underneath it says: $9.95 of the balance is currently unauthorized.

does anybody know what this means? did the person pay it or not, should I collect the payment or not?

any input might help

The message “$9.95 of the balance is currently unauthorized” means that the return shipping fee has not been approved or charged yet. This amount is not currently available for you to collect. You should wait until the payment is authorized before considering it as collected. If the authorization does not go through, you may need to contact the customer or your payment processor to resolve the issue.
