I’m trying to have the small message under the shipping rate name in the checkout page.

I found that several shop have this feature.
Like this one in the image show that the second shipping method has a small notice below the name
You can do this by editing your Theme Language. Head over to Admin > Online Store > Themes > Action > ‘edit languages’ to add some additional text to the 'shipping method title:
Making edits here will show a note or message where the red line is below:
