Minimal theme- moving the announcement bar under the menu

Hi, I would like to move the announcement bar under the menu in Minimal theme.

And I also would like to center and enlarge the text.

Right now it is stuck at the to of the page, text on the left, and small font. Thank you

You need to drag the announcement going below to the header.

You can choose top or below, just click the 6dots then it will grab.
