I am particularly looking for a functionality to limit quantity that a customer can order. This will be accumulated by a customer (or by address), not just per checkout.

Thank you for reaching out to the Community! I’m happy to provide some insight to Order Limits - MinMaxify and its functionality. For confirmation, I would recommend contacting the app developers directly but it is outlined that quantity can be limited based on customers using a tag.
I would recommend checking out our Managing Customers Documentation for steps on how to tag customer and/or customer groups to successfully set this up. It outlines however:
From the Shopify admin, head to Customers.
Click the customer name.
To apply tags to the customer profile, in the Tags section, do either of the following:
To add a tag, click the box, and then select a tag.
To remove a tag, click the X next to a tag.
