"More Payment Option" is black out and "Buy With Paypal" Option is not available on mobile

My “More Payment Option” is blacked out, how can I make it more visible?

And the " Buy with Paypal" button is only available on Desktop, how can I make it available on Mobile as well?

I already activated that feature, the problem is its color is black, and only when I hover it then it will become visible.
