Navigation "steps", is there a limit or based on the theme..?

I am having an issue with Navigation “steps”

I have a main product brand name

then a “step” into a specific size

then a “step” into a sub category of that size

but am unable to drag my next menu item to the right to make a new “step”

Does that make sense? Not sure if I explained it correctly. Is it based on the theme I am using, or shouldn’t there be unlimited “steps” in navigation - main category, sub category, sub of that sub and so on…? Help please! THANKS. (I am using Sunrise theme)

I would like to let you know that merchants can create nested menus up to 3 levels.
