I got this message as well when I tried to respond to a private message. And I’m not even messaging a lot.
I responded once yesterday, which was my first message since January! And now when I tried to respond for the second time to the same person, 25 hours later, I get the message.
Seems a bit excessive to me. Too excessive. So excessive that I might think this to be a bug.
