What new rates did you set up? Do your rates have any conditions?
Which regions do you currently ship to?
Is this error appearing for all customers, or only some?
When this error message happens in your checkout it means that the product(s) in the cart are having trouble making a clear path to a shipping rate. There’s a few reasons this could be happening. To start troubleshooting I would recommend the following:
Ensure all of your products are in valid shipping profiles. You can find your shipping profiles by going to Settings > Shipping and delivery. You can also read more about shipping profiles on this page.
Confirm that you’ve set up shipping zones and shipping rates correctly for the locations where your inventory is hosted. You can find your shipping rates by going to Settings > Shipping and delivery and clicking Manage next to the shipping profile. Once there you will want to make sure you see compatible shipping zones and rates for each location that has inventory you need to ship. You can read more about setting up shipping zones here and you can find more information on setting up shipping rates on this page.
If you are using price based shipping rates, confirm that your rates cover all order total possibilities. For example, if you only have one rate set up as “free shipping on orders $100 and up”, but your customer is trying to check out with an order less than $100, there would be no rates to show them and they would receive that error message. In this case you would need to set up shipping rates for orders under $100 as well.
Confirm that the product(s) being purchased are set up properly to inform what shipping rates should apply. For example, you will want to go to Products and click into the products being purchased. On the product detail page double check that the setting This is a physical product is enabled. If you are using weight-based shipping rates or calculated shipping rates you will also want to double check that the items being purchased have a proper weight assigned.
Make sure that your products and variants have inventory at the locations you are shipping from. You can find this by going to Products and clicking on the product you want to view. Under the Inventory section you will see a list of the locations you have and the amount of inventory you have at each location. You can also read more about assigning inventory to locations on this page.

Ireland
Do your rates have any conditions? - No, the shipping rates for the UK
and Northern Ireland are flat rates, same rate for all products.
Which regions do you currently ship to? - At the moment I only ship to
Ireland and want to start shipping to the UK.
Is this error appearing for all customers, or only some? - None of my
customers from UK were able to check out so I’m guessing it happens to all
of them
I think I have everything set up the right way. I added the UK shipping
rates exactly the same way as the Ireland rates but for some reason the UK
rates don’t show up at checkout. Please see attached screenshot of the
settings.
Is there anything else I can do to fix this issue?

From your reply, it sounds like the shipping profiles were set up correctly, however, the products were not added, or the conditions were mismatched.
What I advise first, is making sure if you have a custom or just a single general Shipping profile that all your products are within, then you create the shipping methods you wish to use within that Shipping profile(s). Using just one profile is generally the best approach here, but if say some of your products ship to some but not all countries or require a very specific shipping setup then this is when you would find multiple Shipping Profiles useful.
If, for example, you were using multiple shipping profiles, you would have a setup as in the image below.
With a single profile with all products, you can then include shipping just for the UK and Ireland there. Reading your reply above, it sounds like you have done all that, was that following the steps from the guide here?
