I’m having this exact same issue–not ability to scroll through media library and see more than just the first row of images. I’m using Dawn 15.4.1, but product seems to sit outside of the theme, so I’m not sure what’s causing it? There’s been no solution that I can find online. I’m using the latest version of Chrome.

Can you try to disable the Browsers Extensions and take a look.
If the issue still exists then try to change your browser to Chrome.
I only use Chrome. And I only have Hubspot and Zoom extensions).
I can also not scroll with my arrow keys (so I cannot select one photo for example and scroll to the next photo or row with an arrow key or mouse scroll)

This maybe happen with the third party apps that conflicting the code of Shopify files.
By any chance can you able to share your store collab code along with the URL so that I can take a look.

I see you are zoomed in on your browser. Could you click on that Zoom icon, click Reset, and check again?
Have you tried to deactivate your Chrome extensions?
Yes, and I only have 1 extension –Hubspot
Try logging in to your store account using a different browser, or check if your mouse’s scroll function is working.
