Not able to checkout : no_cookies_from_redirect=

Sometimes in my store, I am not able to checkout. It attempts to go to checkout but then goes back to the cart page. no_cookies_from_redirect= is appended to the checkout URL. Clearing cookies works sometimes but not 100%. Does anyone know why this is happening?
