my shop is mainly targeting Germany, nevertheless I do ship international.

In Germany Google shows results as expected. But outside Germany google is completely ignoring my product pages, even if I search for an unique tag. General pages are fine, but product pages are ignored.

For every country you target, you need to setup a data feed in the local language and currency. This can be achieved using: https://apps.shopify.com/multiple-google-shopping-feeds

While you can set it up using the google and youtube app, it will not allow you to localize the feed, meaning no local language and currency. And if you do set it up this way, there will be very very little performance, because as you can imagine Google favors localization, rather then non local. And so do end users.

However if you want to try, simply go to GMC > gear icon > data sources > click on the 3dots and add more countries. Just don’t expect many impressions or clicks.
