I have 2 different occurrences where I have received this message when I clicked request fulfillment. They are not duplicate orders. Part of the order was fulfilled and the other part gets this message. How can I get the remaining part of the order fulfilled?

No. I ended up ordering one and paying for it myself to keep my client
happy. It’s happened 3 times now.
