payouts on hold for 3 months

so my payouts are on hold for 3 months now. when I talk to a real person over the chat they give me the same robotic answer. they keep telling me to check my email (junk too) as if im an idiot. they literally say the same thing every time I reach out. nothing is advancing and I quickly realized nobody as any idea. They keep saying billing will reach out but they don’t. it’s been 3 months now.. anyone else having this problem?
