is there an app with which the customer can upload pictures and cut them to a certain shape using a dropdown?
e.g.
Customer uploads a photo of a dog, selects a circle in the dropdown, the image is automatically limited to the circle on the sides. However, the customer should still be able to position the image.

I’m not sure that there is such an App that satisfies your requirements. But from the popular I can recommend Product Personalizer App https://apps.shopify.com/product-personalizer, it provides such a list of fields - https://prnt.sc/129i7sm, at least what you need - an image upload, you can also use the options list to add a shape selection.
