Can I purchase a theme on a clients Shopify account with a different card details?
I don’t want the client / owner of the store to be automatically billed for the theme but to be able to purchase myself and then apply it to their shop?

You can purchase a theme using a different credit card by updating the billing information. However, in order to change the credit card on a particular account, you will need to speak with the account owner(s) as only they can perform this type of action on the account. On that note, you may also need to wait for the charges to go through before your client switches back to their credit card.

I am not a Shopify partner. Would that have allowed me to get everything set up first including installing a paid for theme before transferring the site to a client to start paying for a plan?

If you were a Shopify Partner, then you can create development stores for your clients. During the initial stages of development, you can use your own credit card and purchase a theme for your client. Once you’re done with designing the store, you can transfer the store ownership to your client and they can add their own credit card to start the subscription. However, it’s important to note that theme purchases are tied to the account, so you wouldn’t be able to use the purchased theme on a different client’s store.
