There is not a Rest of World option as noted here:
"Add the regions and/or countries you would like to offer shipping to. If you would like to offer shipping to all areas of the world, select the option Rest of world."

Are you still experiencing issues with setting up your shipping profiles? I wanted to see if I could provide some assistance to the situation.
Recent changes to the Shopify platform have removed the option to include Rest of world within a shipping zone. In order to create a shipping zone that will include all of the countries available, you will need to manually add the countries/regions manually by selecting Create new zone.

It would be nice to understand the logic behind removing the option to Select All countries. With the new changes, I now have to select all 260+ countries manually and navigate through multiple pages vs scrolling down a single page.
