Re-Evaluate Liquid if statement on cart page

I’m pretty new to Shopify and Liquid. I want a banner to appear in my cart based on the quantity of an item in the cart (or potentially the cart subtotal). I can add an if statement to check for that condition but when a change is made to the cart that would make the if statement evaluate as false the banner stays on the cart page. Is there a way I can make an if statement that re-evaluates when a change is made to the cart? Something that would constantly be listening for updates/changes? Thanks!

Thanks! Here’s the product. Basically I’m trying to make it so when you add 2 to the cart the message that says Add 1 more to the cart to get free shipping goes away. Any insight would be appreciated.
