I have done all these things and half my collections are not showing up but all have 60+ items in them on the collections page. I have made sure they are all active and available as well as the collection this is insane. I would contact shopify support but they haven’t been helpful the last 5 times I messaged I had to finally figure out everything on my own. I have made other collections before in the same way no issue.

If the collection is created and it is set to be available on your online store, you may need to add the collection as a new menu item to have it displaying on your store. You can make changes to your navigation menus by making your way to Online store > Navigation. I took a screenshot from my test store to show you the section I am referring to:
