I tried a simple solution and it worked for me but, I am not sure if this depends on your theme or not.
Go to theme setting, then go to Add on free shipping, then you will find a space with the label " Enter total price of order to offer free shipping" Make it 10$ or less. Then click save. Now check your online store.
