Im trying to get rid of the white space that is between my testimonial section and the Our Brand text on my home page. I have the debut theme.

Please go to Online Store > Themes > click 3 dots button > Edit code > Theme.liquid and add code above the tag on the file Theme.liquid.

i cant find that part of the code anywhere in that section

Sorry for my late reply. You just open Theme.liquid file and scroll end of the file, add my code above the tag on the file Theme.liquid. My picture just an example to guide you to add the code to that position so it can be remove the space between testimonial section and the Our Brand text.

You just search that file like this to find the Theme.liquid file 
Or not, you just add my code to under the file theme.scss.liquid but should be remove the tag and like this
