It does not say how to do this.
I do not see an access scope for it or a button on the app setup page.
I’m developing a public app targeting API 2022-10. It is not published yet. I need access to the API in order to develop the portions which use protected customer data.

This may be taken to mean that it will not be possible to request this functionality until that time.
I am stuck in the same situation I am targeting api 2023-10 and I need the order api access but how can I get me api approved? Do I need to do some special development in ui for meeting the compliance ?
