I created an app a year and a half ago. It was submitted, it is on the app store with no issue. I haven’t logged in lately, and i wanted to give the app some updates. But the developer portal looks different, I can’t find anything. I try to edit the app, and it’s as if I never submitted the app before. I wanted to update the app store listing, price, etc. I cannot find any of that. It wants me to resubmit, pay $19. Now it shows “draft”. Yet as i mentioned, it is still on the app store. What am I missing here?

You’re not missing anything; the Shopify developer portal has changed significantly. Your live app is showing as a “draft” because Shopify has transitioned to a new, modern app configuration system that uses a local shopify.app.toml file and the command-line interface (CLI) to manage settings. Your live app is still running on the old “legacy” system, but the process for updating it has now changed.
For your immediate needs, you can still edit your App Store listing and pricing directly in the Partner Dashboard UI, but the location has moved. In your app’s dashboard, look for the “Distribution” section in the left-hand menu. Underneath it, you will find the pages for your App Store listing and pricing. You do not need the CLI for these specific changes.
The “$19 fee” prompt is appearing because the new system is incorrectly treating your app as a new submission. You should not have to pay to update an existing app; deploying a new version via the CLI is the correct update path.

This usually happens when the app listing is still live but your Partner Dashboard now shows a “draft” version because Shopify recently updated the developer portal’s UI and workflow.
Here’s what to check:

Go to: Partner Dashboard → Apps → look for a tab called “Public Apps” or “Published Apps.”

The live listing will appear under Published (not in Draft).

The “draft” you’re seeing is likely a new empty app record created automatically—ignore that one.

To update your existing listing (price, description, images, etc.), open the Published app → go to App listing → Edit listing.

If you don’t see the Published tab at all, confirm you’re logging in with the same Partner account that originally submitted the app.

You shouldn’t need to pay the $19 again unless you’re trying to submit a new public app, not editing the existing one.
If none of those options appear, it’s worth opening a Shopify Partner Support ticket—it’s likely just a UI migration issue on your account.

If you’re not seeing options for editing the listing details, pricing, or availability, that usually means one of two things:

You’re in the “Overview” tab, not the full listing editor.
Try clicking “App Information” or “Pricing & Availability” in the left-hand menu of your app listing dashboard (if you don’t see a sidebar, look for a small menu icon at the top-left). -
The app is still in draft mode or archived.
If it shows “Draft,” some tabs stay hidden until you click “Resume Submission” or “Reactivate App”. This unlocks the full edit form for description, screenshots, and price tiers.
