See seconds/mins go past effect in announcement bar

Hello, I currently have this announcement bar sales timer

and I want the announcement bar to have like this flickering effect like in this video: INTR_INT12_A_PromptToYouTube_ObscuriousMind_Vid_16x9

SO LIKE IN THIS PICTURE

so notice the 7 going away and the 6 coming (at 56 sec)
