No, selling counterfeit products is not allowed on Shopify.
You can and you should report that store to
https://www.shopify.com/legal/tools/report-an-issue/report-a-merchant
under Fraud I guess, so that Shopify knows about them and can close them down.
Already did it since weeks, and Shopify doesn’t seem rarely check these reports
