Setting up manual shipping for a Shopify Collective Supplier in my plan

Need help setting up Shopify Collective shipping (from supplier) that requires manual setup from my (retailer) end. Chat takes forever to get to a solution and was not helpful. Spent about and hour and since Shopify has taken away the originally agreed phone support for my plan I cannot get walked through the process.
