I hope someone can help me with this. If someone checks out on our website, it shows billing address and no shipping address (which is what I want). Perfect.
BUT, when a customer goes back to our website to place another order, it doesn’t give them billing address but it gives shipping address instead. Not only that, the Country doesn’t have drop down options so you can’t check out at all because it’s a required field and there isn’t any options to choose.
I only want billing address to show up whether they are a repeating customer or not every time and no shipping.

You mention that if someone checks out for the first time in your store, only the billing address is requested. Are you selling digital goods for this to be the case? You also mentioned that when a customer tries to place another order, they are being prompted to enter a shipping address. Are you able to confirm if this is happening with the same products as they ordered before? It’s possible that your customers are entering a product that is not a digital good. To confirm this, you will want to head over to your product page and confirm that the "This product requires shipping" box is checked off.
