Shipping Configuration for customer groups

I have issues accomplishing this shipping configuration and would appreciate any ideas. I believe it requires an app, but maybe I am making it too complicated.

I want shipping fees to be divided among a few different groups of customers:

  1. Group One contains regular US customers paying retail pricing and being presented with a $5 flat rate shipping fee.

  2. Group Two contains wholesale US customers who pay wholesale discounts which are applied via Wholesale All In One. These customers are tagged with a wholesale code. They should pay carrier calculated shipping.

  3. Group Three contains all customers not in the US, retail pricing and wholesale pricing. They should pay carried calculated shipping.

How do I differentiate these groups and get Shopify to charge them different shipping rates based upon customer tags?

It looks like the ShipperHQ app contains this functionality, but I will continue to search for a solution as well.
