Shop is not configured to block privacy regulation in online store settings

I have been following the add a cookie consent guide https://shopify.dev/themes/trust-security/cookie-banner#include-the-snippet and get this error when trying to follow it.

Shop is not configured to block privacy regulation in online store settings.

What does this mean, and how would I go about configuring it. The only thing I could find related to it was in the admin was Online store > Preferences > Customer privacy. But that did not seem to affect anything.

Am I looking in the wrong place?

Yes, for some reason you can not test this in the Shopify CLI environment. so if you want to test cookies, you need to do it from a non-published theme.

You’re in the right place; be sure to choose a non-“Collected before consent” option.

Make sure the “Collected after consent” box is checked in the Online Store > Preferences
