Does the Shopify fullfilment network allow for custom packaging? Can they discard the packing that the product came in and put it in a new customized box like ones from packola or packlane?

Eunice here from Shopify. Thanks for posting, and welcome to the Community! The Shopify Fulfillment Network doesn’t offer customizable packaging at this time, however, it does offer customizable packing slips that can display your logo, a discount code, or a personal message. To learn more check out the FAQ page here.
I shall add your feedback to the open feature request for customizable packaging. Hopefully, it’s something we see roll-out in the future.

If you’re looking for a custom packaging solution that doesn’t depend on support from your 3rd Party Logistics (3PL) provider, I’m currently looking for some beta testers and feedback on PackPal, a packing and shipping Shopify App that tackles the problem ‘at the front lines’.
Using PackPal with Custom Packaging means:

You’ve purchased custom packaging from packola, packlane or a similar producer.

You’ve created each different custom package as a unique Product in your Shopify Products.

You’ve shipped the custom packaging to your 3PL and had them receive the inventory like they would with any other sku.

You’ve configured the custom packaging correctly in PackPal!
PackPal will add the Custom Packaging Line Item that best fits your products to the order dynamically after it’s been placed. Just in time for your 3rd Party Logistics provider to import the order and Pick the items in the order as well as the custom packaging specified by the app!
