I have Shopify shipping by weight enabled, the product has a weight, and is configured with the correct box. In checkout, Shopify correctly calculates the shipping price when only ONE of the item is in the cart - $21.95.
If I add two to the cart, the shipping suddenly becomes LESS, at $16.90. WHY! A customer made an order and this happened, in the order details it shows that Shopify has the weight correct (image below), why is it calculating the shipping wrong?
What does that line say for a single item?
And how many packages do you have configured, and what are the dimensions/weights? Shipping and Delivery→Packages
If you’re using a single source for displaying rates at checkout, the shipping cost ideally shouldn’t decrease when the quantity increases.
You may want to verify if multiple rate sources are enabled on your store, as that can sometimes cause unexpected pricing behavior. It’s best to ensure that only one source is actively providing rates at checkout.
Additionally, check if there are any automatic discounts configured in Shopify. These can sometimes get triggered based on cart conditions and may result in reduced or discounted shipping rates being displayed.
There are not multiple rate sources enabled, and no automatic discounts configured.

This is usually caused by Shopify’s box-packing logic. Even if the weight is correct, the carrier may be using different packaging for multiple items. double check your package settings otherwise, you’ll likely need a smart packing app.
