The problem is that I have unfulfilled orders that I need to fulfill and attend to. I can’t even see them since I can’t view my dashboard. That seems like something Shopify should let people do before the thing is entirely closed.
Talking to risk, they say this is not allowed, so I am confused on what I am supposed to do

That said, I would have to advise you to direct any queries you have about the status of your store by way of a reply to our escalated email on your existing contact with them.
They would be the only ones who would be able to look at the particulars of your account or field queries on it, though I can let you know their decisions are generally final once reached.
Hello, I have a lot of friends who have had such an issue and a lot of them had it resolved after reaching out and interacting properly with the Shopify Support team so I suggest you do the same.
