Show correct price on product page AND allow tax exempt customers

I cannot find a way (with this very expensive e-commerce platform) to allow some customers to be tax-exempt, and also show the correct price including VAT on the product page, so that the the product pricing will not be classed as ‘misrepresented’ by the Google merchant app and prevent it being listed on their Product search results.

It’s crazy to me that these basic things of showing correct pricing, allowing tax-free customers, and working with the biggest search engine in existence, do not work on Shopify.

If I set to ‘include tax in price’ and change the price: Product page pricing is correct but I can no longer have tax exempt customers.

If I set to not include tax in price: Pricing seems to be shown correctly on the product page for the rest of the EU (where I am registered with OSS), when I test by changing locations using the dropdown, but not in Germany (where my store is). For Germany it shows the pricing on the product page excluding VAT, which is actually not allowed, and then adds the VAT at checkout.

How can I get this all working correctly?

Is there really no way to do this? We cannot get our products listed on google product search results at the moment because they are saying we are misleading customers. This is kind of ridiculous for a platform this size to not integrate properly with Google search results.
