I edited the post. Sorry wording should be clear now. Yes under the settings > location. It also applying the same default shipping rates as location A, even I specified different shipping rate for location B. Appreciate your response.

You would like Product X to be only Purchased on Location A right?

When you say Location, is it the Settings >> Location? Or is it a Region/Market/Country?
