Static or fixed navigation and announcement bar (Dawn Theme)

As the title, could anyone help me with the css to for the navigation and the announcement?

Actually I don’t really understand the difference between fixed and static…

Like this website, I need my navigation and announcement bar fixed on the top while scrolling up and down (both my pc and mobile devices)

CSS alone will not work, it also needs JS edits as it is containing Sticky header on scroll.
