I would like to add a section on our streamline theme homepage that is three tiles across, each tile has a short mp4 video or image and is linked to a page when clicked. Video is required.

Did you check the customizer area is there having any option to Add Section for image, text and link?
Else It is time consuming task. We will surely help to achieve this task at best.
