I tested and Horizon Theme supports sub menu display for both desktop and mobile.

Have you setup a sub menu for it? Refer https://help.shopify.com/en/manual/online-store/menus-and-links/drop-down-menus

I checked and sub menu does not support displaying on mobile menu, you can only see it on drawer menu. Also, on mobile, I don’t recommend you display sub menu here, it will be very difficult to display well.

If you still want to display it, it will be a complex customization request and I recommend you hire a professional for it.
