Sorry that was my mistake. It looks like you don’t have Shopify Tax active. In Shopify Tax, you simply add the states you want to collect tax from (your own state is automatically added), and remove states you wish to stop collecting from. That base taxes screen appears to be more of a starting point, not an official setting, and Shopify is overriding it and using the correct tax rate. I’d activate Shopify Tax. That way it’s automatic, you don’t have to deal with anything, it won’t charge taxes if the state isn’t added by you.
