Text isnt overlaying image on mobile view (debut)

hi

im trying to add an image with text overlay at the top of my homepage. on desktop view it looks great… on mobile view the picture is very small and the text isnt overlaying the picture at all. the text is underneath the image and i dont like how it looks…can someone please help me as ive no idea how to code.
