The 19 August Canada duty change, and which categories are actually on the list

On 23 July the US published 3 proclamations under Section 338. From 19 August an additional 50 percentage points of duty applies to 554 Canadian tariff lines, and qualifying under USMCA does not exempt them.

I’ve read the annexes line by line. The useful finding is how arbitrary the boundary looks from a merchant’s side. Honey is on the list and maple syrup is not. Lip, eye and nail make-up are on it and a moisturiser is not, so a beauty brand can be half in scope in one shipment. Cotton and man-made fibre sweatshirts are both on it. Upholstered wooden seats are not, though other furniture is.

Hi @joshume Welcome To Shopify Community So This kind of arbitrary category split is exactly why merchants importing from Canada need to check line-by-line rather than assuming by product type, a beauty brand shipping both makeup and moisturizer in the same order could genuinely have one taxed and one not, which complicates duty calculation and customer-facing pricing. For anyone sourcing from Canada, worth flagging to your customs broker or freight forwarder now rather than finding out at the border after August 19th, since a 50 point jump on top of existing duty can meaningfully change landed cost overnight.

Thanks. Flagging it to a broker early is the right call, with one thing worth adding. The headings that carry this duty, 9903.03.12 to 9903.03.16, are still not in the published schedule as of this morning. If they are still missing on Wednesday, anything working the rate out from the schedule, including a good deal of broker-side software, will come back with a number that looks complete and is 50 points short. So it is worth asking what they are reading it from rather than assuming the schedule has it.
